About Us
The Norfolk Law Library is a 501(c)(3) non-profit foundation overseen by a board of directors. It is located in the City of Norfolk Courthouse under the auspices of the Circuit Court Clerk’s Office. The library is funded by donations and civil filing fees (pursuant to Virginia Code § 42.1-70).
The Norfolk Law Library began as a private bar association library belonging to the Norfolk & Portsmouth Bar Association. In 1987, the library was incorporated as Norfolk Law Library and opened to the public in addition to bar members. In early 2018, the library moved from its previous home in Dominion Tower to its current location in the City of Norfolk Courthouse.
The library has a robust collection of Virginia specific legal resources, federal and general legal texts, public computers, and carrels for study.
Library staff are available to assist patrons with locating resources, navigating the collection, and technical support. As librarians, the library staff are unqualified and unable to provide legal advice.
